Hugo versions, RSS fixes, etc.

Alright!

  1. hugo version bump from 115 to 135, which meant fixing a lot of weird deprecations and updating my config file and….
  2. finally getting my tags to show up on RSS posts!

I had to actually make my own RSS template, but I added the category handling to it in a way that should make it so that RSS readers pick up my tags, which means you can filter things!
